The Japanese government has approved a new bill aimed at regulating artificial intelligence (AI) while fostering technological advancement. The Cabinet passed the legislation on Friday, emphasizing a balanced approach to AI’s potential risks and benefits.

The bill seeks to promote AI research and development (R&D) as a key driver of national security and economic growth. At the same time, it mandates government oversight of businesses that misuse AI, such as by spreading misinformation or infringing on individual rights. Companies found violating these regulations will be subject to investigations and corrective directives.

The government and ruling parties plan to secure bipartisan support for the bill during the ongoing Diet session.

Managing AI Risks and Ensuring Transparency

Chief Cabinet Secretary Yoshimasa Hayashi highlighted the dual nature of AI in a press conference. “While AI technology boosts productivity, it also presents risks, including the spread of false information,” Hayashi stated. “It is crucial to encourage innovation while mitigating these risks.”

The bill explicitly warns of AI’s potential dangers, such as its use in criminal activities, data privacy violations, and copyright infringement. To ensure responsible AI development, the legislation stresses the need for strict government oversight and transparency.

If an AI-related business is found violating individual rights, authorities will investigate and mandate corrective actions. In cases of serious infractions, the government may publicly disclose the names of offending companies and their services. However, the bill does not impose specific penalties or fines on businesses.

AI’s Role in Economic and National Security

Recognizing AI’s strategic importance, the bill declares AI as “a foundation of economic and social development” and underscores its significance in national security. It outlines measures to maintain Japan’s leadership in AI innovation, ensuring the country’s capability to conduct cutting-edge R&D.

Additionally, the legislation calls for the creation of an AI strategy headquarters. Led by the prime minister and comprising all Cabinet ministers, this body will formulate policies and oversee systematic AI-related initiatives.

Strengthening AI Infrastructure and International Cooperation

To support AI advancements, the bill advocates for developing data centers essential for AI research and implementation. It also underscores Japan’s commitment to international collaboration in AI governance. The government aims to contribute actively to the establishment of global AI standards, particularly through the Hiroshima AI Process—a framework endorsed by the Group of 7 (G7) nations.

Japan’s approach aligns with global trends, as many countries work toward responsible AI governance. By balancing innovation with oversight, the government hopes to maintain its competitive edge while safeguarding public interests.
